ScrollLock allows you to turn on or off your SCROLL lock key on your keyboard. There is no user interface to this program, just execute it and it will perform the task. You can add this utility to your Windows Startup to ensure the SCROLL lock key is on. Use the command line options to either turn the key on or off.

Command line options for ScrollLock:
If you wish to turn off the SCROLL lock, just pass "off" on the command line
scrolllock.exe off
You can also pass "on" to the command line to turn it on
scrolllock.exe on
